Trespassing includes any instance of an uninvited person not willing or not able
to leave private property or place of business:
Person is unresponsive. Appears to be: sleeping, unconscious, ill or injured.
Call 9-1-1
Person is responsive and acting in an aggressive or abusive manner -
Call 9-1-1
Person is responsive, non-threatening and does not appear to have an
emergency medical problem -

Person has left the scene; file a police report -

Encampment
Makeshift shelter has been constructed on private or public property. Makeshift
shelter includes: tents, vehicles, blankets, sleeping bags, boxes, etc.
- Encampment has been abandoned and clean up is required
Call 3-1-1 Customer Service Center. 3-1-1 is a free telephone call and the
center is open 7 days a week, 24 hours a day. The center will dispatch a Public
Works crew to deconstruct the encampment, remove the materials and contents, and
clean the area if needed.

Nuisance Behavior
Person acting in a non-violent, disruptive manner.
If behavior is occurring on private property, see Trespassing for information.
If behavior is occurring on public property, call Police Non-Emergency at
553-0123.
- Non-Violent Behavior can include:
- Intoxication, Drinking alcoholic beverages, Drug usage
- Cursing, Yelling and other Loud Noises
- Aggressive Pan Handling
- Urinating, Defecating in public
- Smoking in a prohibited area
- Littering/Dumping Garbage

Sleeping in Public
Person(s) appears to be asleep in a public or private place.
There can be many reasons for someone to be in a sedated or non-responsive
state, including serious medical problems. You should not attempt to touch or
move the individual to assess the condition.
Call 9-1-1 unless the reason is clearly known not to be medical (such as
intoxication), then call Police Non-Emergency 553-0123.
