Anyone can apply for a non-driving California Identification Card at a
Department of Motor Vehicles office.
Appointments are recommended but not required. Call 1-800-777-0133 to make an
appointment. The San Francisco office is located at: 1377 Fell Street at the intersection
of Baker Street.
When you go to the DMV on your appointment day, be prepared to do the
following:
- Fill out an application form (DL 44).
- Have your thumbprint taken.
- Have your picture taken.
- Provide your Social Security number.
- Show proof of your birth date and legal presence. You may use your
driver's license to do this if you have one.
Note that a reduced-fee ID card is available for low-income residents in some
cases for $7. And if you're surrendering your driver's license because you are
no longer medically able to drive, the state will issue you an ID card free.
It takes about 60 days to receive your new California ID card in the mail;
meanwhile, be sure to hang onto the receipt.
